[Coc] "Committee Structure and Guidelines" Document v. 3

Hi all,
Version 3 of the document called "UCM Committee Structure and Guidelines" is finally complete and ready for posting on the website.  Thanks to all of you who helped with the revisions over the past few months.  A copy is attached for your reference.
Bettie, please post on the CoC page.  Version 2 used to be posted along with the Management Policies, but if it's still there it should be deleted.  The Board seems to be moving toward a new placement for the policies, but we haven't yet reached a final understanding of who "owns" which policies.  In the meantime, I think it's safe to say that this document, which is not called a "policy," would be most useful to the Chairs if posted on their page.
