[Coc] Use of CoC list for non-CoC business

Hi Peter,
This is probably not the way we want to be using the CoC listserv. By cc-ing all those other folks, you have given them the option of replying to "coc" which is meant to be a private list. I don't know whether it will screen out replies from them or not.  But in general I believe we should limit use of the listserv to CoC business.
