[CoC] Reminder UCM Committee budget requests

I remind all that the budget will need to include support for General
Assembly delegates and that number needs to be generated by the governing
board since it appoints the delegates. I will be sending the board a memo
detailing the various possibilities ranging from no cost at all if
delegates are certified to attend only the virtual business sessions which
are free and if they wanted to attend other parts of virtual GA would have
to pay their own registration to $20,000 if full support were given to all
seven delegates to attend live.
