This afternoon a majority of members voted to *eliminate the Cold Weather Exemption (CWE) for GA Emergency Housing*. *Please email House Appropriations members as soon as possible* to ask them to restore this vital program. The specific proposal is to eliminate the CWE by cutting $344,000 from the GA Emergency Housing budget and leave $150,000 in ?flexible spending? to be spent at the discretion of DCF to help address a portion of the need the CWE was designed for. Rationale for the cut is that this does minimal harm to children and overall does the least harm to DCF programs. The perception is that most folks who come in under the CWE are single adults or couples without children. There is also still a perception that this program, especially the CWE is open to abuse by people who are undeserving. Here are some bullet points you can use in your email: - CWE serves the lowest income, homeless Vermonters - CWE provides safety and saves lives in dangerous cold weather - CWE is the humane thing to do and helps protect the vulnerable - CWE is the last safety net that homeless Vermonters have on the coldest nights of the year - Given deep anticipated federal cuts to safety net programs, now is not the time to cut programs that assist the lowest income Vermonters - CWE does NOT just serve adults ? 1,334 children were served in FY 16, 3,370 in FY 15, and 1,558 in FY 14 (see FY 16 GA Emergency Housing Report ) - CWE serves many people who may not meet the state?s strict vulnerability criteria but are nonetheless vulnerable: - Pregnant women in the first or second trimester - Families with children over age 6 - Older Vermonters who are not yet 65 - Adults with medical conditions - Adults with disabilities who do not receive SSI or SSDI - Even when the CWE is in effect, people do not receive a motel voucher if there?s room in a homeless or emergency warming shelter - Community based alternatives, like Harbor Place, emergency overflow shelters, and short-term transitional housing, have enabled the state to make solid progress on reducing reliance on motel vouchers and the CWE. One award could be participation in a special CCC (Climate Change Committee) with George to decide where best to invest the money collected. The trouble is, aside from having the idea, I have no skills, technical, geographical or financial to contribute to this project. So I'm sending this out to see if any of you do, as well as the time and commitment to turn this idea into reality. If George is willing to bike 370 miles on behalf of environmental stewardship, is anybody out there able to help turn that action into a longterm investment in a green future? A small group of us got together to discuss what has been going on and to talk strategy moving forward. Apologies in advance for the lengthy email! Here is a rundown of where we are now: The Senate Finance Committee speedily passed S.100 (A bill that contains all of the Governor?s Housing related priorities) with the addition of S.99 (a bill related to TIF) and the occupancy fee. This version of the bill would impose a $2 occupancy surcharge (revenue now estimated at $7.2mill) with $2.5 mill of the revenue going toward VHFA to fund a $35 million housing bond for VHCB and all additional revenue going toward lake clean up. Senate Finance is still hearing testimony and working through the occupancy fee part of the bill. The bill was in Senate appropriations this afternoon where they wanted to wait on Senate Finance to work through any amendments they may have. It is estimated that the bill as it is would have enough votes to pass in the Senate. Obviously, the bill as it is does not contain vital supports for the lowest income and most vulnerable Vermonters (to fund subsidy and services). We feel as though there may be room when the bill comes over to the House to have conversations about putting some of the revenue back toward housing related services and subsidy. We are getting from the Senate administration that we should take this as a win and hold off on calls and emails (they have been supportive of the occupancy fee and have done some work behind the scenes to make this a priority). We at the Vt Network will continue to talk, in our advocacy, about the importance of subsidy and services in order to be able to house survivors with the highest needs and lowest incomes. We also talked today about where we were flexible in terms of the bill. There has been talk of turning it from a $2 charge to a percentage charge (for ease of administration), we saw no issues with this. There is also talk of exempting campgrounds since they are cheap, are used by a lot of Vermonters and homeless folks may take refuge in campgrounds during the warm months- We were also ok with this change, if they choose to make it.
